HISTORICAL DEVELOPMENT
The establishment of the Division Finance Offices became expedient out of a need for operational efficiency and excellence. These offices are located at the divisional levels. They are commanded by Commander Division Finance and Accounts (CDFA) at the Division headquarters. CDFAs are the financial advisers to the General Officer Commanding ... of the Divisions. Technically, they report to the CAB (A). The functions of Division Finance Offices are:
To receive all funds due to the division and expend them for the purposes for which they have been provided. In other words, the Division Finance Offices administer financially, al the units under the Divisions’ area of responsibility including the Division Headquarters. Accounts for all funds received and expended. To cater for and maintain all records in respect of financial transactions in the division and all soldiers’ personal accounts records.
Under the Division Finance Offices are the Brigade and Garrison Finance Offices, Corps Finance Offices, Battalions/Regiments Finance Offices, Hospitals and Workshops Finance Offices and Training Institutions Finance Offices. The offices function along the same lines as other finance offices. They receive funds from the CDFA, disburse to units under them and account for same for further rendition to HQ NAFC.
The Division Finance Offices operates with the following appointments:
COMMANDER DIVISION FINANCE AND ACCOUNTS (CDFA)
He is a Staff Officer in the Division and heads the finance office. He advises the General Officer Commanding on financial and other related matters from time to time. He makes financial policies within his level for efficiency and effective running of his office.
ASSISTANT DIRECTOR FINANCE AND ACCOUNTS (ADFA)
He deputies for CDFA. Financial matters are treated by him on the directives of the CDFA. He supervises the Finance Officers in the field.
SOII G1/G4
He is in charge of the administration and discipline of soldiers in the Division Finance Office. He supervises the Quartermaster, Unit Finance Office and Motor Transport Office.
SOII BILLS
He raises documents and controls all payment vouchers. He ensures payment authority and all necessary supporting documents are available before vouchers are raised.
SOII UCA
He is in charge of the administration and discipline of soldiers in the Division Finance Office. He supervises the Quartermaster, Unit Finance Office and Motor Transport Office.
SOII COMPUTER
He supervises the Computer Centre and reports directly to the CDFA.
